The Digital Vice Presidency and the Analytics and Research Unit
Digital technologies are increasingly central to our economic and social lives. They have proven to be a powerful tool to help unlock economic growth and opportunity, tackle development challenges, ease access to services, and improve lives. The Digital VPU will help create strong foundations for the digital economy to thrive. Working in collaboration with other teams across the World Bank, we deploy a range of products, services, and partnerships to advance global knowledge around key digital development topics and to support countries to define and implement their vision for digital transformation through:
• Financing to governments in the form of grants, loans, guarantees, and risk management products to support digital investment projects and implement policy reforms.
• Advisory services including targeted policy guidance, technical assistance, and capacity building.
• Knowledge products including data and diagnostics to provide actionable insights at regional, country, and local levels, research and thought leadership to expand the global knowledge base, as well as thematic operational toolkits.
• Convening services that bring together key stakeholders, from both public and private sectors as well as international and non-governmental organizations involved in advancing global digital development.
The Analytics and Research (AR) Unit is one of the global units led by the Global Director of Digital Transformation. The AR unit consists of a team of economists, with a mandate to (1) address critical knowledge gaps through data collection, harmonization and curation, high quality research and publications in collaboration with DEC and global & regional Chief Economists' offices; (2) inform policy dialogue and operations through the updated Digital Economy Country Diagnostics framework in collaboration with other units and GPs; (3) provide cross support to regional and country ASAs and operations on digital transformation. The AR unit is looking for an Extended-Term Consultant to be based in Washington DC (USA).
Responsibilities
The ETC's work will cover, but not limited to, the following areas:
• Maintain Digital VPU's Digital Transformation Database. Explore unconventional data sources and develop innovative methodologies to better measure the digital economy, particularly in developing countries, support related data analysis and visualization.
• Identify strategic topics in the realm of digital transformation and design research methodologies to address policy relevant questions.
• Conduct rigorous economic research into a broad range of issues relating to digital transformation, including but not limited to the effects of digital-related regulatory reforms, the industrial-organization aspects of the digital economy, labor market effects of digital transformation, etc.
• Prepare presentations, written reports, research papers, and other forms of publications. Write report chapters and research papers on digital-related topics.
• Contribute to digital transformation projects (ASA and lending) in the regions. Participate in policy dialogue with officials of client countries, regional institutions and development partner agencies.
• Support other analytical tasks and corporate reporting in the Digital VPU.
Selection Criteria
Do you meet the following selection criteria? If so, we encourage you to apply:
• Master's degree with 5+ years of experience or equivalent combination of education and experience. PhD in economics, statistics, or related field is preferred.
• Background and understanding of economic theories, with specialization in topics such as digital technologies, innovation, industrial organization, labor economics etc. is preferred.
• Excellent skills in data wrangling and quantitative analytical techniques. Proven experience in analyzing micro data and strong Stata skills is required. Knowledge of other programming languages is a strong plus. Experience conducting research using firm-level, household/individual level data, and geospatial data is a strong plus.
• Familiarity with ICT indicators and databases is a strong plus.
• Well organized, detail-oriented, able to prioritize, and manage multiple tasks simultaneously with minimal supervision.
• Excellent conceptual and analytical skills, including ability to think strategically and innovatively about the role of digital technologies for socio-economic development and for transformation in other sectors of the economy.
• Strong business judgment and analytical decision making, analyzing facts and data to support sound and logical business decisions.
• Excellent presentation skills, using cutting-edge data visualization techniques appropriately to communicate data, technical information, or complex concepts to non-specialists.
• Outstanding oral and written communications skills in English.
• Strong drive for results, taking personal ownership and accountability to meet deadlines and achieve agreed-upon results.
• Proven ability to function effectively as a team member and as a connector within a multi-disciplinary team.
